Wipe the room side. Wipe the outside. If the cloud is still there, it is between the panes. The seal around the insulated unit has failed and moisture is in the gap. You cannot clean that from the living room.
What to ask next
Can this frame hold a new insulated unit, or is the frame part of the problem? A sound sash can sometimes take new glass. A rotten or racked frame cannot. Ask the contractor to say which one you have before they quote a whole-house replacement.
What this is not
Condensation on the room face of the glass, the kind you can wipe, is indoor moisture on a cold surface. That is a different complaint. A second pane can warm that indoor face. It does not fix a house that is producing a lot of steam.
